LAKE HURON PRIMARY TRANSMISSION MAIN TWINNING PROJECT

PHASE 1

History

The original Lake Huron primary water transmission pipeline was originally constructed in 1964 at a tender award price $6,298,878.00 and consists of approximately 47km of 1200mm (48 inch) concrete pressure pipe from the water treatment plant in the Municipality of South Huron, near the community of Grand Bend, to a terminal reservoir located west of the community of Arva within the Municipality of Middlesex Centre.  The 1200mm water transmission main was partially twinned in three (3) different locations utilizing both steel and concrete pressure pipe for a total approximate distance of 21km, to reduce the risk of a main break over “failure-prone” areas in high pressure zones.  With increasing water supply to area municipalities, the pipeline continues to see increasing pressures in the remaining un-twinned segments.  In order to provide additional security to the Lake Huron Primary Water Supply System and to increase the existing main’s life, portions of the remaining 26km must be twinned.

Project Description

The project involves the completion of a Municipal Class Environmental Assessment, Preliminary Design and Detailed Design prior to construction of a portion of the remaining 26km un-twinned segments of the Lake Huron Primary Water Transmission Main.  This project will address the needs and recommendations as set out in the most recent copy of the Master Water Plan as well as other supporting documentation and studies.  Currently, the design-build team consisting of L82 Construction Ltd. (London) and Stantec Consulting Ltd. were awarded the Contract to design and construct an additional 7.6km of 1,200mm (48 inch) diameter transmission main within an existing easement located along two un-twinned segments of the existing Lake Huron Primary Water Transmission Main.

Funding for this project has been provided by senior government funding under the Building Canada Fund program and the HELP Clean Water initiative.  The HELP Clean Water initiative is a partnership between the Lake Huron Primary Water Supply System, the Elgin Area Primary Water Supply System and the City of London to seek senior government funding for specified projects which have regionally significant impact to the water supply system in the region.
