Quality Management System (QMS)

 

The Safe Drinking Water Act requires that drinking water system owners have an accredited operating authority.  In order to become accredited, the operating authority must establish and maintain a Quality Management System (QMS) that complies with the requirements of the Drinking Water Quality Management Standard (DWQMS). 

 

The Ontario Clean Water Agency (OCWA), the operating authority for both water systems, achieved full scope DWQMS accreditation in November 2013.

DWQMS Awards and Achievements

The Lake Huron & Elgin Area Primary Water Supply Systems worked with the Ontario Ministry of the Environment and the Canadian Standards Association in the development of Ontario's Drinking Water Quality Management Standard (DWQMS).  The Lake Huron system was a pilot site for the implementation of the DWQMS, and was the first drinking water system in Ontario to achieve DWQMS accreditation.

The Lake Huron & Elgin Area Primary Water Supply Systems, along with their contracted operating authority at the time (American Water Canada Corp.), were the recipients of the following awards:

  • Ontario Public Works Association (OPWA) Management Innovation Award (2007);

  • American Public Works Association (APWA) Management Innovation Award (2008).

The QMS is an innovative management system that focuses on continual improvement and is aimed at reducing any associated hazards in the management and delivery of drinking water. The new delivery model not only allows for internal audits and improvements, but recognizes the importance of the partnership between system owner, operating authority and the Regional Water Supply member municipalities.
